Background
Industry wide, staffing companies find workers' compensation insurance to be one of their most important expenses. Carriers are using stringent underwriting requirements and insuring only companies that effectively manage risk. In addition, commoditization of the staffing marketplace has lead to reduced margins, increased client expectations and the need for more legislative focus to protect the industry.
To address these growing concerns, the American Staffing Association (ASA) and RCS Services (RCS) have worked with underwriters, brokers and risk managers to develop a workers' compensation safety and risk management certification program for the staffing industry.
WRC (Workers’ Compensation Risk Certification)
The Workers' Compensation and Risk Certification (WRC, pronounced "work"), publicly recognizes companies who operate at the highest levels in regards to safety and risk management. Drawing influence from the ISO family of standards, this corporate designation offers certified companies leverage in underwriting negotiations, a role in public advocacy of the industry, and a competitive advantage in the staffing marketplace.
Objectives
- Establish an industry standard of operational excellence in the area of risk management to reduce workplace injuries and related costs.
- Formally recognize staffing firms that meet the standards established under the program.
- Promote the development of voluntary workers’ compensation markets for the staffing industry.
- Assist in public advocacy of the industry.
The WRC initiative has been developed by organizations and people who understand the staffing industry and the unique challenges that staffing services face.
The American Staffing Association is the voice of the staffing industry. ASA promotes the interests of its members through legal and legislative advocacy, public relations, education, and the establishment of high standards of ethical conduct. The association’s member companies operate more than 15,000 offices across the nation and account for 85% of U.S. industry sales. ASA has 73 affiliated chapters in 45 states and the District of Columbia.
RCS is a risk management consulting firm for the staffing industry. For over 15 years, the RCS risk management program has provided over 700 staffing clients proven tools that reduce workers’ compensation costs. The RCS Strategic Risk Management Program has become the staffing industry’s textbook on management of risks associated with workers’ compensation.

The WRC Advisory Council consists of underwriters, brokers, staffing industry risk managers, ASA, and RCS. The role of the advisory council is to develop risk management standards for the certification program, review the standards on an annual basis, and promote additional insurance coverage options for the staffing industry. The members of this voluntary council have dedicated their time to ensure that the WRC Certification Program strengthens the relationship between the staffing and insurance industries. This mission includes the development of new and innovative workers' compensation insurance products that meet the needs of staffing services.
